In short, the current solution won’t change.
The Procurement Act is due to come into effect on 24 February 2025. Since NEPRO³ was procured under PCR15, the existing legislation will continue to apply. This means the practical changes brought about by the Act will not affect the current solution or any call-off arrangements under it. Bloom will continue delivering the solution and you can continue accessing it in the same way.
Any NEPO contracts awarded under the existing PCR15 legislation will continue to be managed under those regulations until the contract expires (or ends for any other reason).
As a tried and tested outcomes-based model, NEPRO³ drives value-for-money results for the public sector
Those using the NEPRO3 solution achieve, on average, 14% savings against budget, demonstrating great value for taxpayers
by operating a fully managed service, our Delivery Partner Bloom help simplify your procurement processes and remove bureaucratic barriers

71% of NEPRO3 projects are awarded to SMEs and third-sector organisations
